Women's representation in public administration in Viet Nam

October 2012 - Women's Representation in Public Administration is very low. Currently, only 9 percent and 8 percent of Minister and Vice-minister positions are held by women respectively. Similar low representation is seen at the Director and Deputy Director level within ministries. Compared internationally, Viet Nam ranks 83rd in terms of number of women legislators, senior officials and managers. Viet Nam has a clear mandate from the National Strategy on Gender Equality to significantly increase the number of women in senior decision making positions. To meet these targets, the discriminatory unequal retirement age for women and men needs to be removed, affirmative action policies put in place to hire and promote qualified women to senior positions, and awareness raising campaigns aimed at men to play a larger role in child care and home management.

Women's political representation in Viet Nam

October 2012 - Women's representation in the National Assembly has decreased over the last four terms and is currently at 24.4%. Viet Nam's target is to have a minimum of 35% women represented in the National Assembly and People's Councils in the 2016 election. Significant changes are needed to meet this target such as putting more women on the ballot, raising awareness of the impact of the low representation of the women in the political arena and preparing potential women candidates.

The Human Development Indexes
In order to measure development progress in a way that does not rely on income or GDP growth alone, successive Human Development Report (HDRs) have introduced indexes which aggregate different indicators of human development. Three key indexes which are used as the basis for the analysis in the 2011 Viet Nam HDR are the Human Development Index (HDI), the Gender-related Development Index (GDI) and the Human Poverty Index (HPI). The 2011 national HDR also introduces a new Multi-dimensional Poverty Index (MPI) for Viet Nam.

Ha Noi, March 9, 2010 - Although Viet Nam has made significant strides towards achieving gender equality, gender gaps remain. Viet Nam’s ranking on key gender measures remains similar to that of low income countries in the region. Viet Nam ranked 71 out of 134 countries on the 2009 World Economic Forum’s Global Gender Gap Index ; 94 out of 155 countries on the 2007 Gender Development Index  and 62 out of 109 countries on the 2007 Gender Empowerment Measure.
