Objectives:

The project will contribute to UN One Plan-II’s Outcome 1: “Social and economic development policies, plans and laws support equitable and inclusive growth and conform to the values and goals of the Millennium Declaration and other relevant international agreements and conventions”. It aims to improve the scientific, analytical base of and national consensus for SEDS 2011-2020

Profile:

Viet Nam has been making great efforts to achieve rapid and sustainable development with the objective of transforming the country into an industrialized and modernized one by 2020. The country is expected to access middle income status at the end of the current 10-year Socio-Economic Development Strategy (SEDS) in 2010. However, the challenges pertaining to transition from lower-middle to middle income country status, transition from an agrarian to industrialization-, service-based and knowledge economy, transition to democratic citizenship, ensuring social cohesion and environmental sustainability are even greater. These challenges suggest the comprehensiveness and complexity required for the next ten-year SEDS 2011-2020. The Strategy will need to define, within the changing world political and economic landscape, feasible strategic development vision and goals, policy options and measures to achieve the goals. Furthermore, it needs to be built on a strong and broad consensus among stakeholders and the public.

UNDP, with its neutral and objective nature in policy development, extensive experience in supporting the formulation of previous strategies, and strong commitment to help Viet Nam get access to top international expertise, is trusted by the Government to provide assistance in the SEDS 2011-2020 formulation process through the above-mentioned project.

The project will focus on supporting the Government of Viet Nam in the following areas:

Increasing access to relevant good quality international knowledge, expertise and experience and appropriate projection and modelling tools to help define feasible, evidence-based strategic development visions and break-through options/measures for SEDS 2011-2020

Mobilization of public contribution to and building of national consensus on strategic goals, break-through options and measures of SEDS 2011-2020.

MPI Working Group on SEDS 2011-2020 and Development Strategy Institute (DSI) are the direct beneficiaries of the project. The Sub Committee on reviewing the implementation of SEDS 2001 – 2010 and formulating SEDS 2011 – 2020 established under Decision 134-QD-TW by the Party Central Committee is the ultimate beneficiary of this project.
