Summary:
This study analyses the policy climate and the legal framework for state-civil society relations in the Philippines, India, China and Russia, and the factors that shape the current conditions and future prospects for civil society development in these countries. The study shows that the dynamics, pace and depth of the emergence of a non-profit community and civil society differ dramatically by country and society. On the basis of the findings of this study, recommendations on possibilities for reforming the legislative framework for civil society in Viet Nam can be drawn.
