Summary:
The program scores well in terms of relevance and effectiveness and reasonably well in terms of benefi ciaries’ perceptions and quality of service delivery, targeting effi cacy and effi ciency in programme management and implementation. The best performing project is infrastructural development while the projects for Business and production development and for Training for capacity building have still signifi cant margins for progress. As for the new Policy for Livelihood improvement, it is too early to tell.
