Conservation ManagementTo alleviate the short-term threats to biological diversity imposed by illegal activities such as hunting and grazing, the PARC Project is providing support to strengthen the management capacity of Yok Don National Park. The aim is to use a range of activities to assist the management authority to better fulfill its statutory responsibility to enforce protected area regulations. Infrastructure DevelopmentThe principal aim of this component is to support infrastructure that targets biodiversity conservation through habitat protection. Fundamental to this approach is a structured planning process for infrastructure developments with wide stakeholder inputs, based upon accurate and reliable baseline data such as map information. Conservation Management
The resource-use orientated land-use planning processes piloted at Ba Be/Na Hang can help to define areas of high and low conservation importance within the landscape, based on a number of criteria. Such a Participatory Resource Use Planning (PRUP) methodology will provide the foundation for implementation of a landscape ecology approach to the management of Yok Don National Park and its associated buffer zone. Parallel with the provision of protected area infrastructure and training to protected area staff, the PARC project team will prioritise a stakeholder agreement process, for landscape zonation and boundary demarcation of Yok Don National Park. This will be vital to enabling effective management of the park, and aims at reaching consensus between the national park management board and local stakeholders on appropriate land management practices for the entire protected area landscape.
Biological and Social MonitoringMonitoring of biological and social indicators is vital to the feedback process required to facilitate an adaptive management strategy. The Monitoring and Evaluation (M&E) strategy will enable judgements to be made concerning whether the management of the PA is appropriate and effective, and when and where changes are necessary. The integrated approach adopted by the PARC project is designed to ensure that local communities around the PA should not be detrimentally affected by management activities. Rather, they should participate in and benefit from them. The M&E process will evaluate the extent to which local communities are affected by conservation activities. The M&E programme will also be designed to monitor the conditions of the infrastructure and the extent of compliance shown by sub-contractors, including participatory activities.
