Survey gives citizens unique opportunity to voice their concerns with governance and public administration

Ha Noi, 14 May 2013 – The second annual results of an innovative governance survey released today warn that bribery remains widespread in the public sector, and that many citizens perceive bribery to be on the rise. Nearly 14,000 people were interviewed in the latest survey of the Viet Nam Governance and Public Administration Performance Index, PAPI, which was conducted by CECODES in collaboration with the Viet Nam Fatherland Front, with support from the UN. PAPI is the largest ever survey tool for measuring the quality of public services in Viet Nam.

New project to enhance exchange of legislative information among agencies of the National Assembly of Viet Nam

Ha Noi, 7 May 2013 - The Institute for Legislative Studies under the National Assembly Standing Committee (ILS) and the United Nations Development Programme (UNDP) have announced a three-year project that will provide US$1.5 million for enhancing the provision and exchange of legislative information among agencies of the National Assembly of Viet Nam (NA).

Project launched to enhance Budget Oversight of Viet Nam’s Elected Bodies

Ha Noi, 15 April 2013 - The Committee for Financial- Budgetary Affairs of the National Assembly (CFBA) and the United Nations Development Programme (UNDP) have announced a three-year project that will provide $2.3 million to enhance the budget oversight capacites of Viet Nam’s elected bodies.

Public Administration Reform - Partnership forum: Enhanced M&E for Publica Administration Reform in Viet Nam

Ha Noi 15/11/2012 – The Ministry of Home Affairs (MoHA) and the United Nations Development Program (UNDP) on 15 November jointly held the Public Administration Reform Partnership Forum “Enhancing Monitoring and Evaluation for Public Administration Reform in Viet Nam” in Ha Noi. The Forum focused on the implementation of the PAR Master Programme for 2011-2020, with special attention paid to the PAR Index and its pilot results at central and local levels. 

UNDP offers six-point plan to fast-track women in politics in Asia- Pacific

Bangkok, 20 September - It will take 50 years for gender balance to be achieved in Asia-Pacific national legislatures if the increase in women’s participation in parliaments remains at the current pace, says a UN Development Programme (UNDP) study released this week. Economic progress will be limited without equal opportunity for men and women to influence political and economic decision-making, according to the report, which offers a six-step action plan to fast-track women into politics.

New US$ 1.2 million project launched to promote legal empowerment for poor and vulnerable groups in Viet Nam

Ha Noi, 28 August 2012 – The UN Development Programme (UNDP) and the Vietnam Lawyers’ Association (VLA) announced today a three-year project that will provide US$ 1.2 million to support VLA and civil society organizations in promoting legal empowerment for the poor in Viet Nam.

Through support to the VLA, its associated Legal Consultancy Network and civil society organizations, the project aims to empower poor and disadvantaged groups to claim their rights and support their participation in the legal and judicial reform processes in Viet Nam. To this effect, VLA will join forces with civil society organizations to advocate for an enabling legal and institutional environment for civil society organizations to participate in policy discussions and social review in Viet Nam.

More than 13,000 citizens assess provincial governance and public administration performance.

Ha Noi, 3 May 2012 – In results from a nationwide survey launched today, Quang Binh, Ba Ria Vung Tau and Long An are assessed by their citizens as three of Viet Nam’s top-performing provinces in terms of governance and public administration. Long An in the Mekong Delta is the only province that is systematically ranked at the top of all six governance dimensions measured in the survey. At the other end of the scale, Ninh Thuan, Dien Bien and Quang Ngai provinces scored relatively low..    

The Provincial Governance and Public Administration Performance Index (PAPI) is the largest-ever survey of its kind carried out in Viet Nam. A total of 13,642 citizens were consulted on their direct experience of the performance of provincial and local authorities on governance and public administration.

2011 Viet Nam Human Development Report: Economic growth driving Viet Nam’s human development progress, more emphasis needed on health and education

Ha Noi, 9 November 2011 – Economic growth has been the major driver of Viet Nam’s human development progress, says a new report released today by the United Nations Development Programme (UNDP) in Viet Nam. According to the report, Viet Nam’s Human Development Index (HDI) has risen 11.8 percent between 1999 and 2008. Income growth has contributed more than half (55.7 percent) of this growth, while improved life expectancy and education have contributed 31.8 percent and just 12.6 percent respectively.

UN attributes latest reform success to national leadership

Ha Noi, 22 September – The UNDP, UNFPA and UNICEF Executive Boards on 13 September approved the joint Viet Nam Common Country Programme Document (CCPD) for 2012-2016.

“This is the first time ever that UNDP, UNFPA and UNICEF in Viet Nam have submitted a joint country programme document and it represents a milestone in the UN reform process in Viet Nam,” said UN Resident Coordinator a.i. in Viet Nam, Mr Eamonn Murphy. Mr Murphy attributed this success to the national ownership and strong leadership shown by the Government of Viet Nam.

First ever index enables citizens to monitor local government’s performance

Ha Noi, 31 March 2011- Hồ Chí Minh City, Hà Tĩnh, Bình Định, Đà Nẵng, Hải Dương and Thừa Thiên-Huế have the highest scores in aggregate governance and public administration performance index. This is a result of the policy research entitled “The Viet Nam Provincial Governance and Public Administration Performance Index (PAPI) in 2010: Measuring citizens’ experiences”, released earlier today jointly by the Central Committee of the Viet Nam Fatherland Front (VFF), the Centre for Development Studies and Community Development (CECODES) under the Viet Nam Union of Science and Technology Associations (VUSTA) and the United Nations Development Programme (UNDP) in Viet Nam.
